<![CDATA[<p>It seems like I write these "<a href="http://www.barrioflores.net/weblog/archives/2005/12/back_to_bolivia.html">Back to Bolivia</a>" <a href="http://www.barrioflores.net/weblog/archives/2004/10/a_different_bol.html">posts</a> fairly often.  Maybe I am lucky that I can afford, both financially and job-wise, to go back for the second time in eight months.  I've really neglected this blog over the summer, partly because I was bit overworked, but also tired of writing about Bolivian politics. I did manage to keep up with my Bolivia summary on Global Voices, where I followed closely the growing number of blogs written in Bolivia and by Bolivians.  However, my interest in politics did not diminish.  Over the summer, I went to a seminar attended by 5 of the departmental prefects, who were obviously coached on their message of autonomy by thier U.S. hosts.  I did not have the opportunity to stay and ask a question, because I was determined to ask Ruben Costas whether "<a href="http://www.barrioflores.net/weblog/archives/2006/04/ruben_costas_sa.html">all our base are belong to him?</a>."  I also attended the convincing lecture by the Bolivian Vice-President at the CSIS.  As I took my seat in the front row, a Bolivian lady sat beside me.  After exchanging pleasantries, she soon began to ask me question about what is going on in Bolivia.  She marveled that I was able to identify some of the members of the Bolivian delegates, such as PODEMOS senator Oscar Ortiz.  Anyway, I will launch my new blog, called Barrio Flores at <a href="http://www.barrioflores.net/blog">http://www.barrioflores.net/blog </a>, which will try not to focus on politics or current events.  I am looking forward to try my hand at video blogging with my digital camera.  I will keep this open for a little while longer should the need to write about politics come around.  In Bolivia, I hope to make it down to Sucre, as well as spend some time in La Paz and El Alto, hopefully meeting up with some Bolivian bloggers.</p>

<p>Off to the airport, where I'm flying American Airlines for the first time. It's always been Lloyd Aereo Boliviano, even though they have resumed flying, it wasn't worth the uncertainty.</p>

<p>I'm convinced that Evo had his sights on the Presidency just to be able to participate in these types of sporting events.  He even broke his nose in a recent game running into an overeager goalkeeper.  These games have become a <a href="http://www.opinion.com.bo/PortalNota.html?CodNot=111271&CodSec=9" target="_blank">staple of official visits to rural villages</a> where the President can interact with locals.</p>]]>

<![CDATA[<p>Name a famous Bolivian, who is not a sports figure or past/present President.  If luck is on your side, you may scramble to come up with Jaime Escalante.  He was made famous in the U.S. as a result of the movie <a href="http://www.imdb.com/title/tt0094027/" target="_blank">Stand and Deliver</a> starring Edward James Olmos.  The teacher spent much of his professional career in the U.S., but he also has spent time in Bolivia, as I would frequently spot him at one of the salteñarias along El Prado in Cochabamba.  </p>

<p>The debate over educational reform has been considered a failure, not only because of the failed conference, in which Education Minister Felix Patzi has sent mixed messages about religious education, but also because of a perceived lack of focus.  Valuing native languages and requiring students and teachers to learn quechua, aymara or guarani is much different.  Escalante was <a href="http://www.lostiempos.com/oh/23-07-06/entrevista.php" target="_blank">recently asked about the current educational debate</a>, and he believes that this emphasis on native language could take away much needed time to teach the students to compete on a global level.</p>

<p><strong>OH! What should the new reform accomplish?</strong></p>

<p>The reform should improve, not reverse it 500 years.  Studying languages or talking too much about indigenous groups will not get us anywhere.  We must be up-to-date with current global technology.  We must instruct the students how to study in order to advance to the next grade level.  Currently, they are not ready and it is evident when they take university entrance exams.  When they don’t pass, they end up crucifying themselves or enter a hunger strike.  There is no quality education.</p>

<p>It is obvious that professors do not know how to evaluate the students’ capabilities.  There are no bad students, but they are traumatized into thinking that they cannot pass.  That’s why they run to the psychologists.</p>

<p>The adminstration must also be concerned with keeping the professors up to date.  I’m worried that they continue to teach Baldor, which came out 50 years ago.  If they don’t change all that, the new reform will also be a failure.</p>

<![CDATA[<p>Blogging has taken a backseat to my real job.  Caught in the middle of my busiest time of year, in addition to my first summer in my new position, I decided that this would be a good break in action.  For two years, I have maintained this blog fairly continuously and it has been a good experience.  I continue to write the weekly entry at <a href="http://www.globalvoicesonline.org/author/eduardo-avila/" target="_blank">Global Voices Online</a> and over this summer break I have definitely read a lot more than I have written.  With very little free time, I have also neglected the project that I am co-founding, which will be launched soon.  However, I doubt that this is the end of the blogging, rather the end of this blog in this form.  Soon I will move my blog to another Wordpress site and will be launched next month, which will coincide with another return trip to Bolivia.  At this new site, which will most likely retain the name <a href="http://www.barrioflores.net" target="_blank">Barrio Flores</a>, I have yet to decide whether to put politics aside.  One idea that I have is to review my journals and memory bank over the past six years, which contain many, many experiences in Bolivia, which I wish to preserve.  It might be good for me to also write about my experiences as a hyphenated Bolivian (Bolivian-American).  However, I would also like to think that there is still room for my opinion about politics in Bolivia and that there needs to be some more balance, because events in Bolivia are not so black and white, not saying that I am any authority or have it all figured out.  This is part of the challenge.</p>]]>

<p>THE PRESIDENT: Thank you. I am going to continue to remind our hemisphere that respect for property rights and human rights is essential for all countries in order for there to be prosperity and peace. I'm going to remind our allies and friends in the neighborhood that the United States of America stands for justice; that when we see poverty, we care about it and we do something about it; that we care for good -- we stand for good health care.</p>

<p>I'm going to remind our people that meddling in other elections is -- to achieve a short-term objective is not in the interests of the neighborhood. I will continue to remind people that trade is the best way to help people be lifted from poverty; that we can spend money -- and we do in the neighborhood -- but the best way for there to be growth is to encourage commerce and trade and prosperity through the marketplace.</p>

<p>I want to remind people that the United States stands against corruption at all levels of government, that the United States is transparent. The United States expects the same from other countries in the neighborhood, and we'll work toward them.</p>

<p>We'll continue to work with forces like the Central -- countries like the Central American countries, where we passed a free trade agreement called CAFTA, to remind the people in that area that relations with the United States will be beneficial to their people. There's a lot of things we're doing.</p>

<p>Thank you very much. I'm concerned -- let me just put it bluntly -- I'm concerned about the erosion of democracy in the countries you mentioned. (Applause.) </p>

<p>Why is Ms. Foster concerned about what is going on in Bolivia?  Will it mean even higher gas prices for her van?  Sure, blame Evo Morales for the $3.50/gallon price hanging on the local gas station sign.  The poor oil companies, after record breaking profits, are the victim here.</p>

<p>Perhaps she is concerned about poverty in Bolivia and that could mean even more immigration from Bolivia.</p>

<p>I wonder if Bush was worried about the erosion of democracy when Goni took office and divvied up the government and had no accountability to the population.  Is democracy considered eroded when only a select few get an opportunity to govern and corruption runs rampant?  Bush makes it sound like Evo Morales had just undone a flawless democracy that politicians helped create the conditions for a MAS government.</p>

<![CDATA[<p>I'm not going to attempt to give my opinion on the upcoming Peru elections, since it is not my country.  Yes, the outcome will obviously affect Bolivia, but I'll just sit back and watch.  Tonight I had the opportunity to watch a portion of the Presidential debate between Ollanta Humala and Alan Garcia.  To my surprise, Evo Morales' name was brought up by Garcia, claiming Peru should not apply "Evo Morales-style politics" to that country, which was a reference to a possible Humala victory, who has been lazily compared to Morales.  When was the last time that a Bolivian leader was such a topic of discussion in a neighboring country's elections?  </p>]]>
