Consensus Reached
It appears that Congress reached a compromise in regards to the election of the representatives for the Constituent Assembly. There will now be 255 constituyentes.
De los 255 constituyentes, 210 serán elegidos en las 70 circunscripciones, tres en cada una de ellas; dos por primera mayoría y uno por segunda mayoría.
Los restantes 45 constituyentes serán elegidos cinco por cada circunscripción plurinominal departamental: dos para la mayoría y uno para la segunda, tercera y cuarta fuerza. En caso de que estos dos últimos no tengan el 5%, los constituyentes se repartirán entre las dos primeras fuerzas de acuerdo al residuo mayor que éstas obtengan.
Los candidatos a la Asamblea serán registrados a través de partidos políticos agrupaciones ciudadanas o por pueblos indígenas.
The departmental representatives favors the larger cities. Most likely those living abroad will not elect representatives, but are scheduled to vote in the referendum to approve the new Constitution.

I'm starting to crunch the numbers. This arrangement will benefit the lowland departments (and other smaller departments, to lesser extent), and will likely keep the assembly from being a pro-Evo rubber stamp (as happened in the Venezuela & Peru cases). Though it'll all depend on the actual election of reps, of course.
